Is there a shortage of baby formula in America?

Prior to the 1860s when a German chemist created baby formula, what in lieu of formula got young children through their childhood that today apparently requires it; being there was no such thing as baby formula?

@soar2newhighs And if a mother's milk dried up, babies sometimes died, if a cow or a goat was not available. Wetnurses were employed in the old days by wealthy families.

Today, mothers have to work, and it is not convenient to have wet shirt fronts at work meetings because it is time to feed the baby. (Not to mention the discomfort).
