Yes. There was an enormous recall of one very large brand name of baby formula, which was found to contain bacteria. That company has not yet replaced the contaminated products.
Shelves have been cleared of baby formula, because of stock piling at the southern border, for use by illegal immigrant's babies, and shipments of baby formula to Ukraine.
When parents began to notice shortages, they began to hoard. Now infant formula is limited to one or two per family at most stores, IF you can find it.
In the midst of this appalling shortage, I have just heard that there are laws preventing the import of baby formula.
Please note, it is possible to MAKE your own baby formula.

@soar2newhighs And if a mother's milk dried up, babies sometimes died, if a cow or a goat was not available. Wetnurses were employed in the old days by wealthy families.
Today, mothers have to work, and it is not convenient to have wet shirt fronts at work meetings because it is time to feed the baby. (Not to mention the discomfort).

@RupertCornelius Some women can’t breastfeed due to them not producing enough milk or other medical reasons. Plus not every women chooses to breastfeed 🤷🏽♀️
