Can there be a perfect government?

No. In the sense of perfect, I doubt the government could ever be perfect in such a tempestuous world. It would involve sacrificing too many civil liberties and would involve the rich having to curtail their earnings even more. In this world, the rich influence a lot, so that is never going to happen. Plus there would need to be some sort of population control. Eventually there will be too many people to support the entire population through social security. There are probably too many people already.

1) The rich would never give up their freedom to earn more in sacrifice for a perfect government.

2) People would never agree with population controls in order to ensure that the government can sustain its population with social welfare programs.
