They are in no position to criticise anyone else's morals because they have none themselves, but they do it purely for financial reasons.
It helps them protect not only their wealth (out of all proportion to the salary if using a senior civil-service career as a "front"), but also to hide its sources and trading-paths.
One of their tricks is to put the property in the hands of opaquely-named shell companies not necessarily even in the host country.
They also can afford very costly accountants, solicitors and barristers who understand their unfortunate hosts' own property and financial laws deeply enough to exploit every last loop-hole going.

There's these things called "Golden Passports" and "Citizenship by Investment" that makes travel super easy for people & families with multiple large foreign investments.
I've been reading how Xi & Putin agree that "The West" is fading. Although there may be some truth to that, it's plain to see that Russia is fading faster and farther than The West. Rich Russians don't want to be around when Russia sinks too low.

@ElwoodBlues It's also because the London property market is obscenely valuable to invest in and because western livestyles offer more (to those who can afford it) than you can ever get in Russia
