Well the Soviets were to blame for the Mujihadeen. The US then gave them weapons to fight the Soviets. The Soviets stopped and retreated and then the Taliban was born. So The US and Soviets equally

@Unlearn Because of our inherent need to meddle anywhere and everywhere "them Commies" are. Particularly during the Cold War and with the USSR. And we got our reward for training Osama bin Laden and Mujihadeen.
