TBH it's very likely masks and space would have been in place, seeing much lower cases.
But another Q remains... Would Gove have given the permission of jabs sooner like Bojo??? What if it was later and people did not survive??
On the other hand why had England taken off wearing masks full knowing the risks? If Bojo says today "speed limit for cars is now 90mph instead of 30mph" would we start going 90 around built up areas or use our brains and assess the situation???
Why do we look towards Government ALL THE time instead of using our common sense? We expect piggy rides from a single man!
