For sure -- minorities not gerrymandered into irrelevance would change the vote radically. That's why GOP legislatures are so desperately re-districting before the next election.

@ChipmunkErnie I've been reading about gerrymandering recently and it's shocking how quickly after a census Republicans are to warp the districts into all sorts of weird patterns for their party.
Something like 85% of all districts out there are considered "safe" seats, where one party (mostly the GOP) is guaranteed to win no matter what.
It's one reason why people don't have any faith in Congress, because all they have to do is survive the primary against no-name contenders. We get the same useless people re-elected for decades because the election is already set up in their favor.
