So have I, but I'll be honest and say that they documemted citizenship & approval to be somewhere. You are free to travel in the US without showing THOSE papers.

Spending from the national Treasury is controlled by the legislature. When that branch passes a spending bill/authorization, even if it does not pass one's own personal muster, it is not [u]fraudulent[/u].
As for [u]uncontrolled[/u], it was arrived at through compromise, and does have a cap.
And if DJT had *actually* wanted his legislative lapdogs to make good on his infrastructure promise, it would have happened, and been only a few years earlier than this VERY late attention to needed projects which simply don't seem as "sexy" to lawmakers.
