How exactly is Trump claiming that there was 2020 election fraud any different from Hillary claiming "Russia, Russia, Russia" about the 2016 election?

I mean, you could say there was no evidence for Trump's claim, but over 4 years of investigation, there was also no straightforward evidence of Russia's so-called "collusion" as well.
