I think the basic definition - the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political aims - is a fairly comprehensive description of terrorism.
Its primary purpose is that of intimidation, which, now that I think about it also describes one of my cats. So it's broad, but I think terrorism must include the elements of intimidation for gain in a political arena.
