If the Confederate flag is always racist no matter what, why didn't anyone view the Duke Boys as being Klan members when they flew it over their car?

30-40 years ago when it was very often sported by bikers, metalheads, and other edgey groups as a symbol of societal rejection or just for shock value and because they thought it looked neat, maybe. But in recent times when it is very, very often flown by people protesting "white genocide", minority rights, and flown next to swastikas by people proudly admitting their racism, not so much.

Years and years ago? Yeah I knew quite a few people who had it adorned on things as just some vest or wall flare which no racist intentions just that it was anti-mainstream. Nowadays with recent event events I haven't seen anyone sporting one who wasn't doing so a racist gesture or sympathies towards racists.
