If you spent 20 years training a class, then ended their training, and then they fell apart when left alone, was your training successful?

Should you have just extended the training class beyond 20 years?

Yes, because the training was never intended to make them capable of functioning independently. Independent nations can make decisions for themselves. That doesn't fit US interests.
