How can Israel be Apartheid if there are Arab Muslims who are Israeli citizens?

Arabs make up 20% of the population, so I'm a bit clueless on how Israel could be genocidal towards Arabs if these same Arabs are Israeli citizens with full rights.

Seems oxymoronic.

They're the exception. It's always like that in Apartheid states. Even Nazi Germany made exceptions for certain Jews.
