How can Israel be Apartheid if there are Arab Muslims who are Israeli citizens?

Arabs make up 20% of the population, so I'm a bit clueless on how Israel could be genocidal towards Arabs if these same Arabs are Israeli citizens with full rights.

Seems oxymoronic.

Yup. That part makes sense

Palestinians in the Gaza strip and the West Bank can't vote. 'Palestinians in Israel proper' can vote but are still legally second-class citizens and treated like shit by the authorities.
