How can Israel be Apartheid if there are Arab Muslims who are Israeli citizens?

Arabs make up 20% of the population, so I'm a bit clueless on how Israel could be genocidal towards Arabs if these same Arabs are Israeli citizens with full rights.

Seems oxymoronic.

There are citizens and those in the occupied territories. Further, citizenship doesn't automatically mean equal rights.
