Manchin claims he cares about all those former coal workers.
But he won't support giving them a raise in the low paying jobs they are now performing.

Well, it won't end up in the Covid relief bill because of the Senate parliamentarian's ruling.
And the only other ways to get it passed is to:
1) do away with the filibuster (which Manchin says he opposes doing) and pass it with 50 Dem votes (+ VP Harris breaking the tie)
2) attach it as an amendment to a must-pass bill (like a defense spending bill), but such an amendment would need at least 50 "ayes" (+ VP Harris breaking any tie)

Sen. Johnson wants the whole thing read.
I think the Senate rules should be changed so that anytime a Senator requests that, s/he should have to stand thru the entire reading.
