The UK governments response to the idea of sending food parcels to those whose children receive free school meals

@Nimbus Reduce the surplus population at either end (youngsters and old folk) leaving the self-sufficient to fend for itself ?

@Picklebobble2 yes they came up short with what was in parcels, but lots of things are outsourced and surely these companies must be short of common sense or penny pinching to try and make a fiddle on the contract ,

Keeping x % for themselves while giving away bare minimum.

@Picklebobble2 agree they must be really thick to come up with parcels like that, but think your other view is more likely skimming and keeping a percentage ,
