Small businesses create jobs in the private sector--overwhelming evidence as such. On taxes--the highest income earners pay the most although there are many anecdotes about how some of the wealthiest individuals avoid paying any income taxes. I presume you are referring to income taxes.

@BiasForAction but, if you do want to look at the impact of taxes, people with lower incomes tend to pay, proportional to their available incomes, a greater proportion of their income in total taxes. You need to add income, property, sales, gasoline, and indirect taxation such as required co-insurance on home insurance in some states (Texas puts a mandatory deductible of 10% on damages which can be thousands of dollars if a hurricane, or as recently the icing damages, in NJ, my deductible is $500 and my premium 1/5 of what my SIL pays in Texas, even though her real estate tax is 2/3 of mine). Looking at taxation is VERY complex!
