I don't think that it's a case of him planning to leave the country, where would he go?
I think that he's trying to create such a stink, to rile up his base so much, that the fallout from him being arrested will cause too much trouble to be actually worth it.

@spjennifer It seems that he's not rich. Far from it in fact. One his biggest creditors, Deutsche Bank is rumoured to be preparing to call in all of his loans.
