The truth of the matter is more complicated than whether or not Barack Obama should be called African or African American, because he's barely African at all, despite what people may perceive as African features. It is well established that Obama is 50% Caucasian from his mother's side. However, people assume that his father is 100% African, and that is not true. His father was 12.5% African and 87.5% Arab. His birth certificate even labels him an Arab, and not African. That makes Barack Obama 50% white, 43.75% Arab, and only 6.25% African. So, I suppose your cultural identity is somewhat your choice, but I believe Obama is resting more on his facial features and less on truth.
