I think he meant to do exactly what he did, signal to them and their friends that he's one of them, own the libs, and pull in the aggrieved and threatened Archie Bunker vote, guys who might have Jewish sons-in laws or a black neighbor or two, but are pissed off and scared about the browning of America.
@Carla Gets what?
Trump gets what sounds good for him at the moment.
He may not actually always desire harm to other people or institutions, but he never seems to take anyone but himself into account when he's speaking.
The only danger that he might be worried about is to him, IMO, and I'll bet he's tired of getting told by his advisers about backlash and consequences, assuming any of the ones left even try.
If he backtracks at all, it'll likely be because of Fox and Friends.

@Carla Trump himself is the only game that matters to him, and, at least in the spur of the moment when he's speaking, I don't think he does "get" anything about anyone else.
Bigger picture, he might sometimes, but that filter of self still gets in the way, even of long term, non transactional planning.
Covid is the most obvious example, but I'm sure there are plenty of others.
