I'll keep it simple for you. You're implying that blacks are shot because they commit more crime. If we assume that people are shot because they commit crime, using the top line of your barely illegible table, there were a total of 10,310,960 offenses, of which 7,115,940 were committed by whites and 2,826,460 by blacks. If blacks and whites were treated equally, whites should be shot 7,115,940/2,826,460 = 2.52 times as often as blacks. Your own data on police shootings indicate that is not the case, and that the percentage of blacks shot by police is higher than expected. And this is the case in every single year you presented, indicating that it is a real difference that requires an explanation. Systemic racism would explain that discrepancy very easily.
