OSHA regulations alone in 1910.29 - Fall protection systems and falling object protection-criteria and practices are voluminous for the protection of employees. The IBC - INternational Building Code says On a stair, since handrail must be between 34" and 38", the handrail and the top of the guard can be one and the same. In commercial applications, the IBC requires a minimum height of 42". On stairs, once there is a 30" drop, a handrail will be required and placed between 34" and 38" above the nosing. There are other codes for residential use.
They're all for people.
There are some related code requirements specifically for children.
And ADA has their own for disabled.
So, it seems that most everyone is concerned about the availability and use of handrails. To disregard this important information would seem to be,...

@Budwick I also don't use a hearing aid, don't need one, or glasses, I can see just fine. Just because you have many defects Bud, doesn't mean everyone does.
I don't need to use a handrail, get over it, if you have poor balance, use them. You being defective isn't my problem.

@independentone I have relatives that survived polio and suffer lifelong muscle strength issues and without using the handrails they would likely would have experienced fatal accidents.
FDR was a polio survivor. It's doubtful that he could have handled a stairway alone even with a handrail to hold.
