Like any run-of-the-mill conman, did Baby-trump just do a bait-and-switch or does he not know (or remember) what he actually said?

Yesterday for the news cameras he said he was signing an executive order to eliminate the payroll tax. Today he calls it a tax deferment as his advisors struggle to explain what he meant as they contradict what he said.
