@sunsporter1649 Most is not all. Nor does it mean such laws are mandatory. If a court ruled that it is legal to put up "no running in the halls" signs in schools, does that mean than no one at any school can run in the halls? No, it only means that in those schools that [i]do[/i] put up such signs, the rule is valid. Similarly, if there is no law against it, as there isn't in 18 states, it's still legal.
