In an article where he still defends measures to control the outbreak. The guy has been pretty consistent in his evaluation and changes his ideas when studies provide evidence to do so.

This article isn't a scientific article, it's an editorial. Which means that it's an opinion piece. Because the author has to work with the information he has at the time, which in the beginning of march 2020 wasn't a lot.
