@beckyromero Most government bureaucracies do not communicate among themselves, a typical problem with over bloated government we have now. And a lot of the stuff does not have a name, just a number or a purchase document, no idea of what it is inside the crate. I know a fellow in Sanford that bought a crate at a government auction, turned out it was a jeep......in a million pieces. He sold it for scrap, made a nice bundle

Poor communications, yes. Too much red tape and too many bureaucrats.
And not enough people with the right attitude to kick-butt and get the job done.

It's poor communications, inefficency, red tape, etc.
Read the minority report's conclusions on the Pearl Harbor Attack.
Many of the findings can apply to 9/11 and today's coronavirus mismanagement.
We still are not learning from history's mistakes.
