Why doesn't Jared Kushner know what "stockpile" means or what the purpose of one is?

Did he get dropped on his head too many times as an infant?

Kush said the ventilators were "ours", not to be used for supplying states. Really? Who does he think the federal government works for? People who live in states perhaps?
