They are hesitant because the impeachment is an insult to jurisprudence. This is the first impeachment where the grounds for impeachment were that the legislators of one party did not like the president because he was not a member of their party. "I don't like you." is not grounds for impeachment and hopefully the proglodytes won't be able to set that precedent.
