It's hard to say without strong enough evidence but I wouldn't doubt it. Obama is no different than Trump or Bush in his support for warrantless NSA spying and data mining, among other things.

I believe so but even if he did not order such a thing there are those in his administration that did do questionable things. I certainly believe the Clinton campaign is guilty as sin!
