My point is a general one: the POTUS speaks as if he has absolute authority much the same as the King who reigned at the time of Independence. He forgets (it appears) that he is part of a carefully constructed system of governance that prevent him issuing orders such at the tweet in the OP having any significance in Law. You may make your own judgement as to mental competence.
