Under what circumstances would someone (a stable genius type) consider a temporary payroll tax cut?

I actually asked this recently to a cybersecurity professional when he said he accepted a payroll cut by switching to a job working for the government. He said it was because he didn’t have any debt or anything because he was older.

@ShaythePanTransMan Okay... but this is about a payroll [u]tax cut[/u]... not a pay cut. In other words, where someone would pay less in taxes to have more take-home pay.
