Easy. When they are deliberately written to disenfranchise a minority or several minority populations. Most of them affect the elderly disproportionately too.

@Tiredandlonely If you believe that you have clearly either slept through or flunked modern American history. That and you clearly have never actually bothered to look into any of these laws. Next you are going to claim that the old reading tests and the like were just coincidentally prejudicial against uneducated blacks in the south and that institutional racism is a myth.
