When do we elect our electoral voters?

I don't get it...

If our electoral voters vote for the president and the state elects the electoral voters, why should I even vote? I don't ever recall voting for the electors in California. I don't even know who they are!? So, why should I even vote?

Well...they are appointed by the party, and when the popular vote comes in, the winning council of electoral voters are permitted to cast their electoral ballots. At least in many states. They don't technically have to vote that way though, but they usually do.
