Yes but they can never totally destroy it. It will remain in the dark underworld spreading it's hateful ideology. Remember the taliban or Al qaeda? Almost finished but still lurking around in the corners. That's how it will be..

Terrorist groups have a habit of being replaced by new and even more ruthless groups filling the power vacuum once they have been sufficiently weakened and damaged by counterterrorism operations. Daesh makes al Qaeda look like a bunch of old hippies by comparison, and I have no doubt there are groups waiting in the future who will make Daesh seem cute and fuzzy in its turn.
As long as the sentiment is there, and there are an infinity of angry teenage boys to mislead into thinking this is the way to be a hero, it will never end.

I see American attitude ambiguous to say the least. To me it is quite clear that until Assad falls ISIS is useful and will not be too much harassed.
