The best form of government would be one that adopted the best elements of various systems of governance.
Unfortunately people are so blinded by their own 'ideas' and 'brilliance' they feel they have to have a 'pure' system without looking at others to see what works in those.

@Quizzical I have to say I agree with this contention.
I would further say that the entrenched power structure, that resides in every country, would have to dealt with as well.
