What does it mean when a 72 year old (who is grossly over-weight) uses a sing-song voice in a speech?

@MarkPaul True. The numbers were clearly fudged last year to bring him in a single pound below obese. This year, I think they realized he was going to come in obese no matter what they did, unless he grew to 6' 6", so they made it close.
