How does that work exactly? I mean, I'm a trade economist, and I don't see the mechanism.

It doesn't make any sense at all the first time you hear it. Or the second time, but eventually, it's going to be accepted as, at least, an alternate truth, if not the only truth that's not "fake."

Things are different in Trump's world. Meaning it's better than in the real world, where the USMCA has not been ratified by Congress, and it probably has not cleared the legislative bodies in Mexico and Canada.

Then, after that happens, it needs to be put into effect. Assuming everything goes well, that would be in mid to late 2019 or 2020.

I suspect the new House might approve it, because some of the most important modifications, were actually part of the now defunct PTA.

The Wall might be a layaway plan, who knows.
