It’s not a criminal investigation where they set out to prove someone’s guilt. It’s more of a fact-finding probe where they assemble and compile available evidence and present it to the senators, who make conclusions and vote. It’s more of a formalized way to get everything down on record.
So yeah, the senators understand FBIs role and jurisdiction very well here - and Biden was completely correct all those years ago.
