This is as technical as technical gets.
The Soviet and Japan governments issued a joint declaration in 1956 including a clause which said the war was over.
It just wasn't a "peace treaty" as such.

No. They're still arguing over the Kuril Islands which the Soviets seized after declaring war on Japan on August 8, 1945.

At the Yalta Conference in February 1945, the Soviets agreed to declare war on Japan 90 days after the eventual surrender of Germany (which was on May 8th).
On August 8th, the USSR informed Japan that it would be at war with them the next day.

Yes but Russia and Japan have shared geopolitical interest. Japan and China have dispute over some island and Russia can't sleep with China with both eyes closed.
