Even when women have the right to go topless, why do most not use that right?

I’m from NYC, where women do have that right.
Men do as well, but neither men nor women walk around the city shirtless on a regular basis.
It’s not a question of showing off, but of having the right to be free to not wear a shirt.

@VeganKiwi Not true here....maybe where you are, but not here. Your “point” may be based on your experiences where you’re from, but it isn’t necessarily accurate everywhere.
