I’m from NYC, where women do have that right.
Men do as well, but neither men nor women walk around the city shirtless on a regular basis.
It’s not a question of showing off, but of having the right to be free to not wear a shirt.

@VeganKiwi No, people are usually working....and very few men are shirtless (even though there are millions of them on the street at any given time).
