No. The OS works extremely rapidly but what can be slow, is Internet speed. That is outside Microsoft's' control and can vary considerably, so do you really mean Internet speed?
Nevertheless, Windows 11 is a typical latter-years Microsoft product, full of "bloatware" and gimmicks, though you can turn some of it off. It's not clear whom the Seattle company imagines are its primary customers - I don't think it cares much any more about anyone using computers for serious purposes, as it did in its WIN-3 to WIN-XP years.
WIN-11 is also poorly-designed, with a very badly rewritten data-filing system that now makes it hard to organise your own files as you want - a feature MS had developed in its early days, even in its MS-DOS system. I think this damage is a by-product of MS' drive to keep all your data on its so-called "cloud" servers; a policy I do not trust.
