I can't download windows 11 on my hp stream 14 it keeps saying i need to clear more space from drive C?

Probably hit the disk clean up tool and see what can be removed you might have loads of bloatware data or old update packages or whatever filling up the drive that you not longer require. If there is no reason for it then maybe run the virus software make sure you don't have a problem that way.
