For that price point a refurbished business class laptop will be the better option.
Any new laptop under $400 these days are glorified Chromebooks and especially with Windows tend to be sluggish and build quality is usually poor.
Also lower price new laptops usually have very limited if any upgrade options.
I use an older i5 based Dell Latitude business class laptop and it runs circles around current low end laptops. And is upgradable to 16GB of RAM and upgradable storage.
