That usually means something’s tripping up the Windows/HP setup, often a corrupted install file, bad drive sector, or a BIOS/driver hiccup.
Try running HP’s hardware check (F2 on startup), make fresh install media from Microsoft’s site, and reset BIOS to defaults.
If it still loops, the drive might need replacing. Don’t worry — the tests will point you in the right direction.
