The cost of a typical Ryzen CPU is more than the entire cost of the HP stream 14. Should you get an AMD-based laptop? It depends on what you do with it.
If you use it primarily to be on the web/social media, you're not connecting it to an external monitor, then you're not going to be seeing much difference, with the exception of screen quality/real estate. The HP's screen resolution is 1366 x 768, that's kind of low, but considering it's 14"...
