Just curious how does this thing work on a pc

I love watching those PC build video's at time's. This one I watch this guy was using the top of the line parts for this build. He put one of this on and I was just kind of curious how does it work. I know the temperature part goes onto the main chip. He put the triple fan part on top of the case. I was thinking does the triple fan part blow air to the temperature part and cools down the chip. He ended the video with the air test. That triple fan part was blowing air out not in. So now I am kind of curious. Is there is a vent on the side of the temperature part

Behind the three fans there a radiator where the water is pumped through from the circular part (the block) that's mounted to the CPU with a thermal paste between them. The pump spins pushing water up one of those tubes through the radiator and back down to the "block". The fan spin cooling the water in the radiator and presto! Controlled temps.

Essentially exactly like a cars cooling system
