You can hit control shift escape and organize by the processor usage and memory usage as well as disk usage to see what's bogging it down
If it doesn't look like foreign weird stuff you can go to the startup tab and set the things to not start with Windows, and hold window and hit R and type msconfig, hit ok or enter, go to services, check hide Microsoft services, and get rid of anything you don't especially want starting with your computer there also
If you do that and then go to task scheduler, just click start and type task and it should come up, delete all entries found there, it should work much better and if there's no virus or hardware problems or deeper windows issues it should work great at that point compared to now
