Why does my phone sometimes make me manually switch to SMS messaging when I am texting on wifi?

Android is there a setting I have wrong? It's annoying because sometimes I don't even realize that the text wasn't sent and it manually makes me switch it to SMS

i have a samsung and i have 2 message apps too. i hate it. but i am only using one of them.
